Cabinet-level department secretaries must submit reports to joint meetings of the Senate and House Committees on State Agencies and Governmental Affairs two weeks prior to the 2020 fiscal session outlining proposed government reorganization plans.

Reports must include a summary showing at least 1% reduction in general revenue expenditures for transferred state entities compared to 2019 fiscal year spending, along with 2019 baseline expenditures for each merged or consolidated entity.

Reports must detail each cabinet-level department's total positions, funding sources, and specific efficiency plans including elimination of positions, reduction in operating expenses, elimination or reduction of programs or services, and identification of other cost reductions.

Cabinet secretaries must submit their reports to the Governor or designee for approval before submitting to the General Assembly, with intent that secretaries have initiative to implement efficiency measures benefiting the State of Arkansas.

Exemptions apply to Department of Education Public School Fund (K-12), Medicaid, higher education institutions, boards, commissions, constitutional officers, and state agencies not transferred or merged under the Transformation and Efficiencies Act of 2019.
