AR HB1510

Establishes the "Any Willing Partner Law" to regulate clinical and coverage services offered through partnerships between the University of Arkansas for Medical Sciences (UAMS) and other health systems or healthcare providers.

Prohibits UAMS from discriminating against other health systems or healthcare providers and requires contracts to offer services at fair and equitable rates and terms to any capable willing partner in the community.

Limits clinical or coverage service contracts to a maximum of three years and requires services to address community needs not otherwise provided locally, with priority given to community need over business interests.

Permits UAMS to offer services without meeting standard requirements if services are provided in fully UAMS-owned facilities or if a sales tax is paid.

Applies to all contracts entered into, renewed, modified, or extended on or after January 1, 2020, and does not affect the Medical Corporation Act or Dental Corporation Act.
