Expands Succeed Scholarship Program eligibility to include students currently enrolled in private schools or home schools, in addition to public school students.

Modifies eligibility for students with disabilities to include those enrolled in public schools, private schools, or home schools with an individualized education program or Department of Education-approved alternate education program.

Requires parents to notify their student's current public school district or private school of scholarship applications at least 60 days before the first scholarship payment, with notification to the superintendent or private school head within 5 business days.

Clarifies that waivers releasing schools from legal obligations apply to both the student's resident school district or private school, allowing students to participate without district or private school obligation.

Maintains existing requirements that students must have attended school for at least one full academic year, with exceptions for military dependents or superintendent waivers, and must be accepted for admission to an eligible private school.
