Amends Arkansas Constitution, Amendment 100, to require voter approval in Pope County before the Arkansas Racing Commission can issue casino licenses in that county.

Establishes a petition process requiring signatures from at least 10% of qualified electors who voted in the last gubernatorial election to trigger a county election on casino gaming, with petitions submitted at least 4 months before a general election.

Prohibits subsequent elections on casino gaming in Pope County within 10 years of a previous election on the issue.

Requires casino applicants in Pope County (if approved) to submit letters of support from the county judge or quorum court resolution, and from the mayor if located within a city or town.

Declares an emergency effective date to prevent casino applications from being submitted before Pope County voters decide the issue, given that the county rejected Amendment 100 statewide despite its approval.
