AR HB1519

Raises the minimum age to purchase tobacco products, vapor products, alternative nicotine products, e-liquid products, and cigarette papers from 18 to 21 years old.

Defines "minor" as a person under 21 years of age, with an exception for United States Armed Forces members who present military identification.

Allows law enforcement officers and school officials to confiscate tobacco and vapor products found in possession of minors and immediately destroy them.

Permits courts to order minors found in violation to perform up to 3 hours of community service and enroll in a tobacco education program, with records to be permanently expunged.

Establishes affirmative defense for retailers who reasonably relied on photographic identification indicating the purchaser was not a minor before sale.
