AR HB1527

Establishes the "Red Tape Reduction Sunrise and Sunset Act of 2019" to create a systematic legislative review process for occupational authorizations and occupational entities in Arkansas.

Requires the Legislative Council to review all occupational authorizations and entities on an annual rotating basis divided into 6 groups, with one group reviewed each year, to determine if they use the least restrictive form of authorization necessary to protect public health and safety.

Authorizes the Legislative Council to make recommendations to the Speaker of the House and President Pro Tempore of the Senate regarding repeal, conversion to less restrictive forms, modification of qualifications, or redefinition of scope of practice for occupational authorizations.

Requires occupational entities to file reports with the Governor and Legislative Council including occupation names, regulation types, scope of practice, associated fees and penalties, number of regulated individuals, and statutory requirements, and to appear at public hearings to discuss their reports.

Excludes from review occupational authorizations or entities not subject to General Assembly oversight through the Arkansas Administrative Procedure Act.
