AR HB1530

Requires the Department of Correction, Division of Youth Services, and all local and regional detention facilities to submit quarterly reports to the Legislative Council documenting the use of solitary confinement or segregation.

Reports must include demographic data (race, gender, age), number of persons in segregation due to protective custody, pregnancy status, and those with serious mental illness, mental illness, or disabilities.

Reports must track safety and mental health metrics including suicides, suicide attempts, mental health watch placements, transfers to psychiatric units, violent incidents, deaths, and mental health treatment appointments.

Reports must categorize persons in segregation by type of disciplinary infraction including violence to self or others, contraband possession, and other violations.

Reports must include average and median length of stay for all persons in segregation, with specific tracking of those housed longer than three months, with initial report due October 1, 2019.
