Amends Arkansas Code § 5-73-122(a)(3)(C)(ii) to exclude parking lots owned, maintained, or controlled by the Department of Correction, Department of Community Correction, or Division of Youth Services residential treatment facilities from the definition of "parking lot" where firearms may be possessed in publicly owned buildings or facilities.

Amends Arkansas Code § 5-73-306(4) to add residential treatment facilities owned or operated by the Division of Youth Services of the Department of Human Services to the list of places where concealed handgun licensees are prohibited from possessing concealed handguns, including their parking lots.

Applies the firearm restrictions to parking lots owned, maintained, or controlled by the Department of Correction, Department of Community Correction, and Division of Youth Services residential treatment facilities.
