Applications for private club permits are now submitted to the Director of the Alcoholic Beverage Control Division instead of to county or municipal governing bodies.

County and municipal governing bodies must adopt a resolution choosing either to review and approve/deny applications before the Director considers them, or to have applications sent directly to the Director without local review.

Governing bodies must provide their chosen resolution to the Division within 30 days, and if choosing direct application, the Director must notify all governing body members within 10 business days of receiving an application.

Governing bodies may express support or disapproval of permit applications by resolution, which the Director must consider before issuing a permit, and the Division cannot act on an application for 60 days or until receiving notice of a governing body resolution.

The waiting period before permit issuance is extended from 30 days to 60 days after the Director provides notice to sheriffs, police chiefs, and prosecuting attorneys.
