Dedicates sales and use tax revenue from new and used vehicle sales to highway, road, street, and bridge maintenance, construction, and reconstruction once annual sales and use tax collections exceed $2.5 billion.

Distributes dedicated revenue monthly in three allocations: 70% to the State Highway and Transportation Department Fund, 15% to the County Aid Fund, and 15% to the Municipal Aid Fund.

Phases in the dedication over 10 years beginning September 1, with percentages starting at 10% in year one and increasing by 10% annually to reach 100% by year ten, contingent on general revenue growth of at least 3% year-over-year.

Freezes percentage increases at current levels if general revenue growth falls below 3% in any fiscal year until growth recovers to at least 3%, allowing gradual transition to full dedication.

Declares an emergency and makes the act effective July 1, 2019.
