Reduces the timeframe for municipalities to make a commitment to provide additional services from 180 days to 90 days after a landowner files a statement requesting annexation into an adjoining municipality.

Requires municipal commitments to provide services be made in writing within 30 calendar days of the statement filing, or landowners may seek detachment and annexation into another municipality.

Shortens the period for an annexing municipality to demonstrate substantial steps toward providing services from 12 months to 180 days after the property is accepted by the new jurisdiction.

Changes the language from "must compose" to "composes" and from "must" to "shall" in multiple provisions to clarify mandatory requirements for municipalities and landowners in the annexation process.

Maintains that land remains in the original municipality until formally annexed into the adjoining municipality, and allows for voiding of annexation if services are not made available within the specified timeframe.
