Allows nonprofit entities opening additional adult education public charter schools to waive the $1,000,000 commitment requirement if they have already pledged $1,000,000 to an existing adult education public charter school.

Removes the "pilot program" language from the authorization statute to permit multiple adult education public charter schools to operate in Arkansas rather than limiting to one school.

Requires applicants to demonstrate acceptable plans for meeting state workforce industry needs, performance criteria objectives, community engagement strategies including business leaders, annual reporting requirements, and appropriate budgets and governance plans.

Authorizes the Department of Education to provide technical assistance to adult education public charter school applicants in creating or modifying their applications.

Permits applicants to resubmit deficient applications for review by the authorizer.
