Changes Legislative Council Senate membership from 16 members selected by procedures to all Senate members serving second or subsequent terms in the Senate.

Changes Legislative Council House membership from 20 members selected by procedures to all House members serving second or subsequent terms in the House of Representatives.

Adds automatic ex officio membership for party leaders, whips, and leadership positions (President Pro Tempore, Speaker, etc.) with provisions for appointment replacements if former leaders are no longer in chamber.

Modifies voting requirements in Arkansas Code § 10-3-302(b) to automatically require separate votes by House and Senate members on all Legislative Council matters, removing the requirement that three members must request separate voting.

Maintains the alternate member system and confirms that Joint Budget Committee cochairs remain ex officio voting members of the Legislative Council.
