Appropriates $1,893,820 in federal funds for implementation of the Booneville Human Development Center master plan, including demolition, construction, renovation, upgrade, and addition of facilities.

Appropriates $8,482,600 in federal funds for implementation of the residential housing plan at the Booneville Human Development Center.

Appropriates $1,712,800 from the Development and Enhancement Fund for construction and renovation of the infirmary at the Conway Human Development Center.

Appropriates $1,010,000 from the Development and Enhancement Fund for construction and renovation of an eight-bed crisis residence at the Jonesboro Human Development Center.

Effective date of July 1, 2019, with emergency clause to ensure immediate operation of the Department of Human Services Division of Developmental Disabilities Services.
