Appropriates $1,000,000 to Riverside Vocational Technical School from the Development and Enhancement Fund for capital improvement projects including construction, renovation, major maintenance, and equipment purchases.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows the school to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Restricts use of appropriated funds to purposes identified in Agency Requests, Executive Recommendations, and Legislative Recommendations contained in budget manuals and official minutes.

Declares an emergency clause effective July 1, 2019, stating the appropriation is essential to agency operations and the one-year appropriation limit under the Arkansas Constitution.
