Appropriates $10,000,000 from the Development and Enhancement Fund for state investment in vital infrastructure including public buildings, water treatment systems, environmental concerns, energy needs, telecommunications, and water and sewer systems.

Appropriates $40,000,000 from the Development and Enhancement Fund for construction, renovation, maintenance, equipment, grants, loans, personal services, and operating expenses for environmental protection, enhancement, and restoration projects.

Authorizes the Arkansas Department of Environmental Quality to accept and use grants, donations, and Federal funds to supplement State Treasury funds for financing project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursing funds.

Declares an emergency and makes the act effective July 1, 2019, as required by the Arkansas Constitution which prohibits appropriations for more than one year.
