Appropriates $450,000 to the Arkansas Department of Emergency Management from the Federal Surplus Property Fund for operating expenses in fiscal year 2018-2019 as a supplement to Act 162 of 2018.

Funds are allocated entirely for operational expenses, with no appropriations for conferences and travel, professional fees, capital outlay, or data processing.

Disbursement of funds must comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable state fiscal control laws.

An emergency clause was invoked declaring that existing appropriations were insufficient for the department to continue providing essential governmental services, making the act effective immediately upon passage and approval.
