Appropriates $63,281 to Arkansas Tech University for fiscal year 2018-2019 as a supplement to funds previously appropriated by Act 176 of 2018, payable from the Arkansas Tech University Fund.

All appropriated funds designated for operating expenses, with no allocation for conferences and travel, professional fees, capital outlay, or data processing.

Requires disbursement to comply with state procurement law, accounting procedures, revenue stabilization law, salary restrictions, higher education expenditure restrictions, and other applicable fiscal control laws.

Declares an emergency due to unforeseen circumstances making the existing university operating funds insufficient to continue essential governmental services, making the act effective immediately upon passage and approval.

Effective date becomes March 12, 2019, with provisions for override if the Governor vetoes the bill.
