Appropriates $7,547 in supplemental funding to the University of Arkansas Community College at Rich Mountain for fiscal year 2018-2019, payable from the University of Arkansas Community College at Rich Mountain Fund.

Funds are designated entirely for operating expenses, with no allocation for conferences and travel, professional fees, capital outlays, or data processing.

Funding is supplemental and in addition to amounts appropriated in Section 3 of Act 180 of 2018.

Disbursement of funds must comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, Higher Education Expenditures Restrictions Act, and other applicable state fiscal control laws and Department of Finance and Administration regulations.

Emergency clause declares unforeseen circumstances have made previously appropriated funds insufficient for the college to continue essential governmental services, making the act effective upon passage and approval on March 12, 2019.
