Appropriates $10,000,000 to the Department of Finance and Administration - Disbursing Officer from the Disaster Assistance Fund for fiscal year 2018-2019.

Funds are to be used for disaster grants authorized by the Disaster Relief Act of 1974 and for compliance with the Arkansas Emergency Services Act of 1973.

This appropriation is supplemental and in addition to funds previously appropriated in Act 250 of 2018.

Requires all disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Declares an emergency clause, making the act effective immediately upon passage and approval due to insufficient funds for the Department to provide essential governmental services.
