Appropriates $996,770 to the Office of the Treasurer of State from the Development and Enhancement Fund for restoration and rehabilitation of public spaces in the Treasurer's Suite in the State Capitol building for fiscal year ending June 30, 2020.

Permits the Office to accept and use grants, donations, and Federal funds, as well as unobligated cash income, to supplement State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in disbursement of funds.

Directs that funds be used in compliance with stated reasons for appropriation as documented in budget manuals, agency requests, executive recommendations, and official legislative minutes.

Declares an emergency effective July 1, 2019, citing the constitutional prohibition on appropriations exceeding one year and the need for immediate agency operation.
