Appropriates $30,000,000 from the Development and Enhancement Fund to the Department of Arkansas Heritage for grants and/or loans to eligible entities for projects preserving natural and cultural heritage, advancing the arts, and chronicling Arkansas history.

Eligible recipients include state agencies, cities, counties, and community-based non-profit organizations undertaking projects that establish natural areas, preserve state history, or document the life, traditions, music and art of Arkansas people.

Allows recipient institutions and agencies to supplement state funds with grants, donations (including Federal funds), and unobligated cash income to finance project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Takes effect July 1, 2019 under emergency clause to ensure continuation of essential government programs.
