AR HB1605

Appropriates $10,000,000 from the Development and Enhancement Fund to the Department of Human Services - Director's Office for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities department-wide.

Permits the Department to supplement state funds with grants, donations, federal funds, and unobligated cash income to finance the full costs of projects.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Prohibits the use of Maintenance and General Operations funds appropriated by the General Assembly for purposes covered by this appropriation act.

Declares an emergency effective July 1, 2019, citing constitutional limitations on appropriations and the necessity for immediate agency operations.
