Creates a new bill of rights for current and prospective municipal firefighters in Arkansas Code Title 14, Chapter 53, Subchapter 1, unless a municipality passes a resolution to opt out.

Requires municipal fire departments to establish policies and procedures consistent with accepted fire industry standards and provide copies to all firefighters.

Establishes that firefighters can only be disciplined for violations of policies related to orderly, safe, and efficient department operations, applied fairly and consistently after investigation with substantial proof of guilt.

Protects firefighters' personal privacy by requiring notification and presence before searches of personal property (vehicles, lockers, personal effects) unless they waive the right or a lawful search warrant is executed.

Grants firefighters protections regarding political activity when off-duty, personal financial disclosure exemptions for promotion purposes, freedom in family matters (off-duty employment, relationships, domicile, religious observances), and prevents departments from limiting applicant pools for positions.
