AR HB1619

Establishes the "Electric Motorized Scooter Act" defining electric motorized scooters as devices weighing less than 100 pounds with 2-3 wheels, handlebars, floorboards, electric motors, and maximum speed of 20 mph.

Prohibits operation of electric motorized scooters by persons under 16 years of age and restricts operating speed to a maximum of 15 mph.

Requires shared scooter operators to carry commercial general liability insurance of at least $1,000,000 per occurrence/$5,000,000 aggregate, umbrella liability coverage of at least $5,000,000 per occurrence/$5,000,000 aggregate, and workers' compensation coverage.

Mandates shared scooters display unique alphanumeric identification numbers visible from 5 feet away and not obscured by branding or markings for statewide identification.

Authorizes local authorities to establish reasonable regulations for safe operation of electric motorized scooters and their presence on public property, and allows them to request anonymized fleet and ride activity data while protecting individual privacy and treating data as trade secrets.
