Amends Arkansas Code § 14–56–202 to clarify building regulation authority for cities of the first class, cities of the second class, and incorporated towns.

Cities of the first class may regulate building of houses, require permits for structure erection, and deny permits for structures deemed unsafe, unsanitary, obnoxious, or detrimental to public welfare.

Cities of the second class and incorporated towns may enforce building and safety codes, require building permits before construction, and deny permits for unsafe or unsuitable structures.

Authority to appoint and remove department heads, including the building official, is governed by § 14-42-110 regardless of city or town classification.

Cities of the second class and incorporated towns cannot exercise zoning authority under § 14-56-416 unless they have adopted and filed a land use plan and corresponding zoning ordinances.
