Creates the Undercover Law Enforcement Officer Public Records Protection Study, a focus group tasked with developing methods to protect active and undercover law enforcement officers' personal information from public disclosure under the Freedom of Information Act.

Focus group consists of 13 members appointed by the Speaker of the House, including 3 House members, county officials, industry representatives, 2 law enforcement officers, and 1 attorney.

Speaker of the House calls first meeting within 60 days of enactment; focus group must meet at least quarterly and hold open public meetings under the Freedom of Information Act.

Focus group shall develop a standardized information sheet for law enforcement officers, review existing protective laws and processes, and recommend legislative, rule, regulatory, and procedural changes to better protect officer personal information.

Focus group must submit final written report with findings and recommendations to a joint meeting of House and Senate State Agencies committees by May 1, 2020, and expires on that date.
