Redefines "qualified provider" for energy savings contracts to reference the same definition in Arkansas Code § 19-11-1202 instead of listing specific criteria.

Allows school districts to adopt by resolution compliance with rules promulgated by the Arkansas Pollution Control and Ecology Commission under the Guaranteed Energy Cost Savings Act.

Adds two new definitions to the Guaranteed Energy Cost Savings Act: "equipment warranty period" (time during which material defects must be replaced or corrected) and "useful life" (rated service life as defined by American Society of Heating, Refrigerating and Air-Conditioning Engineers, Illuminating Engineering Society, or Solar Energy Industries Association).

Permits guaranteed energy cost savings contracts to extend beyond 20 years if measures have active equipment warranty periods or combined useful life exceeding 20 years, up to the length of the warranty period or weighted useful life.

Requires Arkansas Energy Office approval from the Arkansas Department of Environmental Quality for any guaranteed energy cost savings contract exceeding 20 years.
