Amends Arkansas Code § 6-17-402(c)(2)(A)(ii)(a) to require first-time applicants for elementary K-6 and special education K-12 licenses to pass three separate assessments: subject matter content assessment, pedagogy assessment, and a stand-alone reading instruction assessment based on the science of reading.

Replaces the previous requirement that applicants "take and pass" multiple assessments with a clearer structure requiring applicants to "pass" each assessment individually and "demonstrate pedagogical competence."

Amends Arkansas Code § 6-17-409(e)(1) to clarify licensure requirements for alternative educator preparation programs by specifying applicants must achieve passing scores on subject matter content-area assessments or substantial equivalents.

Defines "substantial equivalents" to include assessments from the American Board for the Certification of Teacher Excellence program and any alternative methods of demonstrating subject matter content competency approved by the state board.

Adds explicit requirement that individuals in alternative educator preparation programs must demonstrate pedagogical competence as part of licensure.
