Amends Arkansas Code § 14-54-302 to allow mayors or their authorized representatives to sell or exchange municipal real or personal property valued at $20,000 or less without competitive bidding.

Permits municipalities to establish a lesser dollar threshold than $20,000 by ordinance for property sales or exchanges requiring competitive bidding.

Authorizes municipalities to exchange real or personal property with other municipalities, counties, the state, and any political subdivision of the state, subject to governing body approval by ordinance.

Requires that any property exchange be accomplished in accordance with procedures prescribed by the municipality's governing body.
