AR HB1642

Amends the definition of hair removal services to include razors as an acceptable method for temporarily removing superfluous hair from the body, in addition to existing depilatories and other methods.

Modifies reciprocity requirements for cosmetologists, electrologists, manicurists, aestheticians, and instructors by removing the requirement to pass an examination comparable to Arkansas's examination, retaining only the Arkansas law examination requirement.

Repeals Arkansas Code § 17-26-505 entirely, which eliminates the natural hair braiding certification program that had required 80 hours of health and safety training plus 40 hours of scalp care training.

Allows individuals to engage in natural hair braiding and operate establishments dedicated solely to natural hair braiding without obtaining any certification or license.
