Appropriates $120,000 to the Arkansas Department of Health for statewide grants to organizations providing canine spay and neuter services for fiscal year 2019-2020.

Department of Health shall develop and promulgate rules establishing criteria for handling disbursements and managing the Canine Spay and Neuter Statewide Grant Program, including determining the number and amounts of grants.

Provisions are effective from July 1, 2019 through June 30, 2020.

All fund disbursements must comply with state procurement law, accounting and budgetary procedures, revenue stabilization law, and other applicable fiscal control laws.

Act takes effect July 1, 2019 with an emergency clause to ensure immediate operation of the agency program.
