Adds definition of "superscore" as the final composite ACT score calculated from the highest individual section scores across all ACT tests taken by an applicant.

Amends eligibility requirements for traditional students graduating from Arkansas public high schools to require a minimum superscore of 19 on the ACT instead of a single composite score.

Amends eligibility requirements for traditional students from private, out-of-state, or home schools, and those with high school equivalency diplomas, to require a minimum superscore of 19 on the ACT.

Amends eligibility requirements for nontraditional students to require a minimum superscore of 19 on the ACT or equivalent score.

Requires the Department of Higher Education to promulgate rules in consultation with ACT to determine the mechanism for calculating and disseminating applicants' superscores.

Changes scholarship award priority for first-time applicants from highest ACT scores to highest ACT superscore when funding is insufficient.
