Amends Arkansas Code § 4-108-205(b) to clarify the authority and duties of the State Petroleum Products Division regarding engine fuel testing and regulation

Explicitly excludes aviation fuel from the definition of "engine fuels" in all sections governing the Division's inspection, sampling, testing, and enforcement powers

Reorganizes and renumbers six existing regulatory authorities into seven subsections while maintaining the same substantive powers regarding sample collection, compliance testing, special use fuel definitions, stop-sale orders, and registration suspension

Authorizes the Director of the State Plant Board to obtain administrative search warrants from courts of competent jurisdiction when access to facilities is denied for examination and sample collection purposes
