Establishes the Life Choices Lifeline Program as an optional statewide care program administered by the Department of Health to serve biological parents of unborn children and biological or adoptive parents of children under two years of age.

Program shall encourage healthy childbirth, support childbirth as an alternative to abortion, promote family formation, aid successful parenting, and increase families' economic self-sufficiency.

Program components include direct-to-participant marketing, licensed nurses providing pregnancy-related assessments and medically accurate information, and licensed social workers or nurses providing care plans, referrals to state and federal benefits programs, and assistance with benefit applications.

Services must be available to all state residents including rural areas and may be provided in person or remotely through telephonic or comparable technological systems.

Individuals with terminated pregnancies remain eligible to receive services for six months after the date of termination; all program funding must be used for nonsectarian purposes only.
