Amends Arkansas Code § 7-5-310 to require county boards of election commissioners in paper ballot counties to determine and provide an appropriate number of voting booths for each polling site.

Establishes that non-poll workers and non-voters must remain at least six feet away from voting booths unless authorized by an election judge and their presence is necessary to maintain order or enforce law.

Restricts polling place access on election day to election officials, authorized poll watchers, voters, authorized assistants, law enforcement, and other specifically enumerated categories; persons with unrelated business must remain outside voter processing areas except to pass through without speaking to voters or officials.

Limits assistance to voters in marking ballots to two poll workers, a person named by the voter, or the county clerk during early voting; restricts candidates on the ballot from assisting more than six voters and only those related within the second degree of consanguinity.

Requires administrators of long-term and residential care facilities to submit affidavits confirming they understand Arkansas law requires ballot assistance be provided without any comment or interpretation.
