Appropriates $100,000 to South Arkansas Community College from the Development and Enhancement Fund for personal services and operating expenses.

Permits the college to accept grants, donations, Federal funds, and use unobligated cash income to supplement State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Directs that funds be used only for purposes stated in Agency Requests, Executive Recommendations, and Legislative Recommendations contained in budget manuals and legislative minutes.

Declares an emergency effective July 1, 2019, citing constitutional restrictions on appropriations to one-year periods and the need for immediate operational funding.
