Establishes a multi-agency collaboration requirement involving 9 state agencies (Attorney General, State Police, Criminal Justice Institute, Game and Fish Commission, Sheriffs' Association, Emergency Management, Chiefs of Police, Community Correction, and Prosecutor Coordinator) to form and implement statewide child abduction response teams.

Requires each collaborating agency to execute a memorandum of understanding concerning guidelines for implementing child abduction response teams and to coordinate their available resources for this purpose.

Designates the Department of Arkansas State Police to assemble one or more statewide child abduction response teams and ensure inter-agency partnership for responding to child abduction incidents and providing preventative measures.

Authorizes the Criminal Justice Institute to coordinate certification and recertification of each statewide child abduction response team.

Grants law enforcement officers working as part of a certified child abduction response team statewide arrest powers, defined as multi-agency/multi-jurisdictional professionals trained and equipped to respond in search and recovery of abducted or endangered children.
