Appropriates $1,000,000 to the Arkansas Natural Resources Commission from the Development and Enhancement Fund for a Navigational Feasibility Study of the Red River for fiscal year ending June 30, 2020

Allows the commission to accept and use grants, donations, federal funds, and unobligated cash income to supplement state funds for project financing

Prohibits using maintenance and general operations funds appropriated to the agency for purposes covered by this act

Requires strict compliance with state purchasing, accounting, budgetary, revenue stabilization, and fiscal control laws in disbursing funds unless otherwise specified by law

Declares an emergency effective July 1, 2019, finding that the appropriation is essential to agency operations and preventing delays in administration of governmental programs
