Appropriates $100,000 to the Arkansas Department of Transportation from the State Tree Fund for reforestation project expenses during fiscal year 2019-2020.

Funds may be used for personal services, operating expenses, and grants for reforestation projects.

Disbursement of funds must comply with state procurement law, accounting and budgetary procedures, revenue stabilization law, salary procedures, and other fiscal control laws.

Requires that funds be used in accordance with stated reasons documented in budget manuals, agency requests, and legislative recommendations from the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2019, citing constitutional requirements that appropriations be limited to one-year periods.
