Amends Arkansas Code § 5-73-309(5) to modify felony conviction eligibility requirements for concealed handgun licenses.

Allows applicants with sealed or expunged conviction records to qualify for a license if sentenced prior to March 13, 1995, or if the sealing/expungement order complies with Arkansas law.

Permits applicants who received a pardon from the Governor or President of the United States that explicitly restores firearm possession rights to obtain a license.

Allows applicants whose offense was dismissed and sealed or expunged under § 16-93-301 et seq. or § 16-98-303(g) to qualify for a concealed handgun license.
