Rewrites the definition of "target group" for community correction eligibility by replacing a general list with a detailed enumeration of specific offenses that offenders must have committed.

Expands eligible offenses to include terroristic threatening (without firearm), domestic battering in the third degree, endangering the welfare of a minor, fleeing, and leaving the scene of an accident resulting in death or injury.

Clarifies that solicitation, attempt, or conspiracy of listed offenses are included in the target group definition.

Modifies the definition of "violent or sexual" offenses to change "all offenses against the person" language to "an offense against the person" and specifies certain statute sections while removing others from the restriction.

Maintains that only target group offenders may access community correction facilities (except technical violators) and that the Department of Community Correction makes final eligibility determinations.
