Amends Arkansas Code § 6-19-120(a)(1)(B) to exclude citizens band radios, citizens band radio hybrids, and devices with push-to-talk capabilities from the definition of "cellular telephone" for school bus operation purposes.

Adds new subsection (e) to Arkansas Code § 6-19-120 permitting school bus operators to use two-way radio communications devices to communicate with central dispatch or school transportation departments.

Amends Arkansas Code § 27-51-1503(2)(B)(iii) to exclude commercial two-way radio communication devices and push-to-talk devices from the definition of "wireless telecommunications device" when operating a motor vehicle.

Amends Arkansas Code § 27-51-1602(2)(B) to exclude hands-free wireless telephones, citizens band radios, citizens band radio hybrids, push-to-talk devices, and global positioning or navigation devices from the definition of "handheld wireless telephone" for motor vehicle operation.
