Secretary of State must maintain and publish on its website a monthly list of all campaign finance reports filed in paper form, including the filer's name, report type, filing date, and "paper filer" designation.

Political action committees and independent expenditure committees may file registration and reports in paper form only if they lack access to required technology, electronic filing would cause substantial hardship, and they submit a notarized affidavit.

Secretary of State must provide written notice to paper filers within five (5) business days if their registration or report is not accepted, including the reason for rejection.

Secretary of State must make paper-filed reports and accompanying affidavits publicly available on its website with the "paper filer" designation.

Establishes new Arkansas Code § 7-6-231 creating uniform standards for paper filing of campaign finance reports, requiring notarized affidavits for eligibility and specifying filing deadlines and procedures.
