Net excess generation credits in net-metering customer accounts do not expire and carry forward indefinitely to subsequent billing cycles.

Net-metering customers may elect to have electric utilities purchase credits older than 24 months at the utility's estimated annual average avoided cost rate for wholesale energy if the payment is at least $100.

Electric utilities must purchase remaining net excess generation credits when a net-metering customer ceases to be a customer, ceases to operate the facility, or transfers the facility to another person.

Electric utilities using two-channel billing must offer to purchase net excess generation credits from net-metering customers at least once per quarter.
