Amends Arkansas Code § 22-9-203(j)(1) and (2) to expand entities eligible to enter into public improvement contracts to include sanitation authorities, water systems, and consolidated waterworks systems in addition to municipalities.

Allows eligible entities to contract with private persons, firms, associations, corporations, joint ventures, or combinations thereof for design, building, operation, and maintenance of wastewater treatment systems, storm water treatment systems, water treatment systems, solar energy generation equipment and facilities, or other capital assets.

Permits contracts to include provisions for design, financing, construction, repair, reconditioning, replacement, operation, and maintenance of systems or assets, or any combination of those services and functions.
