Adds "storm water system" definition to Arkansas Code § 25-20-103, defining it as collective facilities for collection, storage, transmission, and disposition of excess storm water runoff, including inlets, gutters, ditches, channels, swales, drain pipes, natural waterways, conduits, and water impoundments.

Expands powers of public bodies under interlocal cooperation agreements to own, operate, or operate on behalf of water systems, wastewater systems, and storm water systems acquired from municipalities, counties, corporations, or other public entities.

Authorizes public bodies to manage water systems under contract with municipalities, counties, corporations, or other authorized entities, and to purchase professional services through competitive bidding or reverse auctions.

Grants public bodies full authority to fix, charge, and collect rates for water, wastewater service, storm water service, and other goods and services unless otherwise provided in interlocal agreements.

Permits public bodies to extend distribution systems and provide water, wastewater service, storm water service, and other goods and services to consumers outside their jurisdictions at rates determined by the board of commissioners.
