Creates new offense of threatening to commit an act of mass violence on school property under Arkansas Code 5-13-302

Defines "mass violence" as physical injury that could lead to permanent injury (physical, mental, or emotional) or death to 2 or more people

Applies to threats made by any means of communication targeting school property or curricular/extracurricular activities sponsored by schools, including daycare, preschool, K-12 schools, technical institutes, and colleges/universities

Requires that the threat place a person or group of persons in a position to reasonably fear for their safety

Establishes the offense as a Class C felony
