Increases the maximum monthly fee for community public water systems and nontransient noncommunity water systems from 30 cents to 40 cents per service connection.

Amends Arkansas Code § 20-28-104(a)(1)(A) to raise the fee cap that public water systems may charge for service.

Increases the maximum direct charge water systems may assess on bills from 30 cents to 40 cents per month per service connection under Arkansas Code § 20-28-105(b).

Maintains the 40-cent maximum limit for charges on services providing water to other community public water systems.
