Establishes the Arkansas Short-Term, Limited-Duration Insurance Act to regulate short-term health insurance policies with maximum duration of 36 months total and initial expiration dates less than 12 months after effective date.

Excludes short-term, limited-duration insurance from the definition of "individual health insurance coverage" under the Affordable Care Act and related state insurance pool requirements.

Requires insurers to provide prominently displayed notice in at least 14-point type stating coverage is not required to comply with federal market requirements and may have exclusions, limitations, and dollar limits on benefits.

Mandates short-term, limited-duration policies include specific benefits including mastectomy coverage, diabetes treatment, medically necessary foods, hearing aids, telemedicine services, and other listed treatments.

Directs Insurance Commissioner to adopt rules implementing the chapter by January 1, 2020, with act effective October 1, 2019.
